There is currently with an issue with the userlist not populating on many channels. This typically happens during events when the chat server is under heavy load. Also, related to this issue, moderator status may not displaying properly as well preventing mods from seeing the timeout and ban options in the web chat. Twitch is aware of the issue but there is not user end solution at this time.
If you are a mod in a channel, the chat commands will still work for moderation. These commands are:
/timeout [username]
/ban [username]
/unban [username]
/slow & /slowoff
Don't type the [ ].
You can also confirm you are a mod by typing "/mods" and make sure you are on the list.
IRC users will also experience userlist issues as well.
Just to add, if you are using IRC client to connect to the chats, you have to use "." (dot) instead of "/" (forward slash) before the commands, so it looks like this:
.timeout [username]
.ban [username]
.unban [username]
.slow & .slowoff
Don't worry, those commands won't show in the chat.
So when are we getting an update on this? Why didnt our chat get fixed instead of changing the entire layout of the site to cause even more problems. Can we get a fully functional chat before we rush into other changes? Seems like they announce cool stuff to us casters/viewers and then half way through the project it gets left in the dark and nobody wants to give any clear answers. I'd understand if certain people are busy, but this is getting ridiculous.
Still doesnt acknowledge that we havent heard or havent gotten an update on a fix for our chat. It seems like Twitch is literally falling apart as far as site backbone and structure is concerned. It should of been a priority to get things we already have in working order instead of dumping more problems onto coexisting issues. I know my voice wont matter, but i thought i'd bring this sort of matter up considering the timeframe its taken between these issues we have been having of late, between the chat issues and the broadcasting issues on twitch servers. And im pretty sure im not the only person concerned about this.
I am unable to give Anyone on my Stream Mod status and I am unable to see Any of my Viewers. This sucks for me because I need to Mod moobot for the bot to even work and I can't.
It's slightly annoying that I started to broadcast again and this problem happens when I come back. It's really annoying for me to see who is even in my channel, it be a new person or one of my followers.
This is INCREDIBLY annoying, it will work on the more popular streams (5000+ viewers) but with a small 10-20 person stream, 95% of the time the chat list is not populated.
This leads me to believe there is preference being given to the larger casters, which added to the fact this has been going on for months really chaps my ass.

I'm not sure if this is related or not, but when I'm on mIRC I cannot see the names of anyone who is typing to me in my own chat, nor do I have a viewer list. My chat looks something like:
<> Hello <@go1den> sup <> nm <@go1den> who is this <> im another person <> now you cant tell us apart <> please fix this soon
@go1den Are you by any chance using any kind of scripts? Because that definitely looks like an addon/script screwing it up. IRC never does that normally.
Ok ill post here where my comment is meaningless. This bug is ridiculous and ruins chats. you need your mod badge and quick timeout and ban buttons in a big chat. The fact that this bug hasnt been fixed yet is ridiculous.
It has been over a month with basically no real talk about what progress has been made on this bug. I would like to have at least one feature working (options next to people's names) as this is making it very hard to moderate and keep a pg 13 chat room when it takes a minute to timeout or ban someone. At one point we were able to at least click their names and click something, but even that option is missing.
I realize I am not paying for anything, but trying to do work for people trying to make a living on twitch...and not being able to help them moderate like I was brought on to do is quite disturbing right now.
Pass few days have been painful without the mod buttons, Thanks for everyones patience I just want to reassure eveyone that this is definitely being worked on.

Edit: Yep, it was a script gone awry. Note that I'm still having the issue where I'm the only one on the viewer list (both in Twitch and in IRC).
