Stream lagging badly.

Hello,
I've seen it's been taken up alot of times, but I haven't found any satisfying answer. My problem is, that my stream is lagging badly.
What concerns me most right now is my very low upload speed of 0.94 Mb/s and my low Download Speed of 17 MB/s.
I am supposed to have 25 MB/s Download Speed and atleast 1 MB/s Upload Speed (I think, not too sure about that).
My hardware is the following;
GTX 470
Windows 7 Home Premium 64 bit
AMD Phenom 9650 Quad Core, 2.30 GHz

Well, I'm not too sure whether it is the Processor or the Upload Speed.
I'm still guessing it's the upload Speed, but I do not know how to improve it (My ISP is Telia, if that is important (And yes, Telia sucks incase you do want to know).

What I forgot to add is that I use FMLE 3.2, Input Size 1920 x 1080, Output Size 1280 x 720 (@3000 Kbps). VHScrCap settings are everything deactivated except "Show Mouse", 1920 x 1080, and Frame Rate 24 FPS.

"Output Size 1280 x 720 (@3000 Kbps)" is way to high if your upload speed is only 0.94 Mbps so it will not be possible to do HD.  I would recommend trying 640x360 or maybe 480 depending on the content you are streaming at a bitrate of 750-800 Kbps.
