If someone has been inactive for a long time but has an account name that you wish to have. Is there anyway that twitch can send the account owner an email checking if he still active or not and if not, delete the account so the name becomes available again?

    No. Name changes are really only something I've seen done for popular partnered channels, and even then it's rare.

    Twitch does not offer name changes due to the volume of requests and the bugs that it causes; you will have to create a new account if you wish to assume a new username.
