Need an Admin to Take Care of This ASAP

There's this guy that keeps coming in my room and being extremely trolly and rude, talking bad about other streamers and breaking every single one of my stream rules.  I've banned him 3 times under the names blackmanbubba, bubbablackman, and Jamalmanchester.  He also follows every time he makes a new account giving me false statistics which I don't want.  If there is any way to IP ban him or something that would be nice, please just take care of this any way that you can.

Oh and he just entered as  Bindingofisaacgod.
