@biotest : I have already done that but the images is so big. I have 2560x2560 so the backgroundcolor would not come up. By doing that the site takes so long to load some time. Just want it to be easy to load the page. But if we can not fix the background color I have to live with my big pic.
@fire do you know if twitch will be adding the justin design options to twitch? alot of posts in these forum are about not being able to do something in the twitch design section like setting the background colour or not have the clear button for the header image.
is this template outdated? i just tryed to make a bg after it and it doesn't work. the player and chat area is bigger in reality than it is in the template.
The background is not stationnary at all when testing on my stream.
And I can't find the "background-attachment" property anywhere in the style. However, when I manually add it ("background-attachment: fixed;") the background is stationnary.
To be honest, I really wished there was a way to keep the background stationary like how it was in the old format. This new format is really annoying. Just my opinion, tis all.
How do i get the color to continue down the page on the sides? I don't want it to tile and have multiple backgrounds down the page... I wish I could get the background to scroll down with the page
There is no background "maker" only a template which you can use to make a background. Here is the photoshop document that @bgeorge linked in the original post.

will have to wait until twitch adds the background colour feature :(
i wouldnt have thought it would be to hard for them to add it to twitch settings as its already setup on justin.
